On the formation of technical departments within the territorial bodies of Gosgortechnadzor of Russia

In order to effectively implement normative regulation, special permitting, supervisory and control functions by the bodies of Gosgortechnadzor of Russia, to ensure the implementation of the requirements of the Federal Law "On Industrial Safety of Hazardous Production Facilities" and the provisions of the Concept for improving the system of Gosgortechnadzor of Russia, I order:

1. To approve and put into effect the Standard Regulation on the technical department of the territorial body of the Gosgortechnadzor of Russia.

2. To the heads of the territorial bodies of the Gosgortechnadzor of Russia:

2.1. To be guided in the optimization of the structure of territorial bodies, carried out in accordance with the order of the Gosgortechnadzor of Russia dated April 17, 2000 N 44 "On the release of employees of the central office and territorial bodies of Gosgortechnadzor of Russia" by the Model Regulations on the technical department of the territorial body of the Gosgortechnadzor of Russia and the attached recommendations for the formation of these departments.

2.2. The changes in the structure of the territorial body should be submitted in accordance with the established procedure to the Gosgortechnadzor of Russia for approval.

3. Control over the implementation of this order shall be entrusted to the State Secretary - First Deputy Head of Gosgortekhnadzor of Russia E.A. Ivanov.

1.1. The technical department is a structural subdivision of the territorial body of the Federal Mining and Industrial Supervision of Russia (Gosgortechnadzor of Russia).

1.2. The technical department is subordinate to the head of the territorial body of Gosgortechnadzor of Russia and, on his instructions, to one of the deputy heads of the territorial body of Gosgortechnadzor of Russia.

1.3. The organizational structure and the number of the Technical Department are determined by the head of the territorial body of Gosgortechnadzor of Russia within the framework of the staffing table agreed with the Gosgortechnadzor of Russia and taking into account the specifics of the activities of the territorial body.

1.4. The technical department is headed by a chief appointed and dismissed by the head of the territorial body of Gosgortekhnadzor of Russia in accordance with the established procedure.

1.5. The regulations on the Technical Department are approved by the head of the territorial body of the Gosgortechnadzor of Russia.

The job descriptions of the employees of the Technical Department are approved by the head of the territorial body or, at his instruction, by the deputy head of the territorial body.

1.6. When performing the tasks assigned to it, the Technical Department interacts with other departments of the territorial body and with the Technical Department of the central office of the Gosgortechnadzor of Russia.

2. The main tasks of the Technical Department

2.1. Participation in the implementation of the state policy in the field of industrial safety of hazardous production facilities by the territorial body of Gosgortechnadzor of Russia.

2.2. Generalization and analysis of the activities of the territorial body of Gosgortechnadzor of Russia and preparation of proposals for improving regulatory regulation, special permitting, supervisory and control functions in the Gosgortechnadzor system of Russia, as well as the state of industrial safety, accidents and injuries at controlled enterprises and facilities.

2.3. Consideration of projects of regional (departmental) regulatory and technical and methodological documents within the competence of the territorial body of Gosgortekhnadzor of Russia.

2.4. General planning and provision of consolidated reporting in the territorial body of Gosgortekhnadzor of Russia.

2.5. Ensuring control over the implementation of work plans of the territorial body of Gosgortechnadzor of Russia, federal target, interdepartmental regional and other programs related to the scope of activities of the territorial body of Gosgortechnadzor of Russia.

2.6. Organization of implementation and operation of the state automated information management system for industrial safety regulation (AIS PB), general coordination of work on informatization of the activities of the territorial body of Gosgortekhnadzor of Russia.

2.7. Maintaining a register of hazardous production facilities controlled by the territorial body of Gosgortekhnadzor of Russia.

2.8. Maintaining a register of issued licenses, registering application materials, monitoring compliance with the procedure and terms of their consideration, participation in licensing activities of the territorial body of Gosgortechnadzor of Russia

2.9. Generalization of information on the progress of implementation of plans for the development of industrial safety declarations and industrial safety declarations of hydraulic structures by controlled organizations, ensuring the submission of declarations to the executive authorities of the constituent entity of the Russian Federation and local government bodies at their request.

2.10. Accounting for the results of work on insurance of liability of organizations, for causing harm to third parties and the environment as a result of an accident at hazardous production facilities controlled by the territorial body of Gosgortekhnadzor of Russia.

2.11. Generalization of information on the results of the work of territorial commissions for the training and certification of employees of organizations operating hazardous production facilities controlled by the territorial body of Gosgortekhnadzor of Russia.

2.12. Preparation of information materials for the heads of the administration of the constituent entity of the Russian Federation, representatives of the President of the Russian Federation in the constituent entity of the Russian Federation, local governments on issues within the competence of the Technical Department.

3. Main functions of the Technical Department

In accordance with the assigned tasks, the Technical Department carries out the following main functions:

3.1. Together with other departments of the territorial body of the Gosgortechnadzor of Russia, develops proposals aimed at implementing the state policy in the field of industrial and technical safety, for their submission to the Gosgortechnadzor of Russia.

3.2. Together with the branch departments of the territorial body, he develops proposals on improving legislation in the field of industrial safety and protection of subsoil, and also summarizes the relevant proposals of the departments for their submission to the Gosgortechnadzor of Russia.

3.3. Together with the branch departments of the territorial body, it carries out an analysis of the effectiveness of requirements (rules, norms, technical regulations, etc.) in the field of industrial safety and protection of subsoil.

Participates in the development of proposals for the Gosgortekhnadzor of Russia to improve regulatory requirements in the field of industrial safety and protection of subsoil.

Provides preparation of a consolidated application for the acquisition of regulatory documents and technical literature to ensure the activities of the territorial body.

3.4. Carries out interaction and exchange of information with the Technical Directorate and other departments (departments) of the central office of Gosgortekhnadzor of Russia, STC Industrial Safety on issues within its competence.

3.5. Prepares and monitors the implementation of the annual work plan of the territorial body of Gosgortechnadzor of Russia.

Provides control over the implementation of medium-term programs of the Gosgortechnadzor of Russia, as well as federal target and interdepartmental scientific and technical and other programs implemented with the participation of the territorial body of the Gosgortechnadzor of Russia.

Summarizes and analyzes the reporting information as a whole on the territorial body of the Gosgortechnadzor of Russia.

3.6. Provides organizational and technical support and coordination of work on the implementation and operation of the state automated information and control system for industrial safety regulation (AIS PB), as well as on informatization of the activities of the territorial body of Gosgortekhnadzor of Russia.

3.7. It summarizes the data of the departments of the territorial body of Gosgortekhnadzor of Russia on the results of the analysis of the state of industrial safety, supervisory and licensing activities.

Participates in the development of proposals for improving the methodological basis for the implementation of special permitting, supervisory and control functions in the territorial body of the Gosgortechnadzor of Russia.

3.8. Monitors compliance with the established procedure for submitting operational information about accidents and accidents that have occurred at enterprises controlled by the territorial body of Gosgortekhnadzor of Russia.

3.9. Provides collection and generalization of information from departments of the territorial body of Gosgortechnadzor of Russia on the implementation of industrial safety control systems at hazardous production facilities controlled by the territorial body of Gosgortechnadzor of Russia and makes proposals for its improvement.

Provides methodological assistance to industry departments (inspections) to improve and organize the implementation of production control at controlled enterprises (organizations).

3.10. Carries out registration, passage and control over the terms of consideration of applications, licensed materials, as well as registration and registration of licenses.

3.11. Provides maintenance within the framework of the state automated information and control system for industrial safety regulation (AIS PB) of a data bank on the state register of hazardous production facilities, as well as a data bank on licensing.

3.12. Summarizes the information of the branch departments of the territorial body on the status of certification work carried out at controlled industries and facilities.

3.13. Provides accounting (registration) of the developed industrial safety declarations, submission of industrial safety declarations in accordance with the established procedure to the Gosgortekhnadzor of Russia, as well as to the executive authorities of the constituent entity of the Russian Federation and local governments at their request.

3.14. Provides accounting and generalization of information from departments of the territorial body of Gosgortekhnadzor of Russia on the results of control over the course of insurance of liability of organizations for causing harm to third parties and the environment as a result of an accident at hazardous production facilities controlled by the territorial body.

3.15. Provides general coordination of activities of research and development organizations in the region, specializing in the field of industrial safety.

3.16. Summarizes information on the results of training and certification of employees of organizations operating hazardous production facilities controlled by the territorial authority.

3.17. Carries out work on organizational and technical support for the activities of the Council of the territorial body of the Gosgortechnadzor of Russia.

3.18. Provides the preparation of reports, letters, certificates, information and analytical materials (documents) of an intersectoral nature on issues related to the jurisdiction of the territorial body of Gosgortekhnadzor of Russia.

4. Rights and obligations of employees of the Technical Department

4.1. The Head of the Technical Department has the right to:

4.1.2. Request and receive, in the prescribed manner, the necessary materials from the structural divisions of the territorial body of the Gosgortechnadzor of Russia, supervised enterprises and organizations on issues within its competence.

4.1.3. Engage, in agreement with the leadership of the territorial body, for the preparation of reports, certificates, analytical notes and other materials (documents), employees of the territorial body of Gosgortekhnadzor of Russia and other organizations.

4.1.5. Participate in inspections of the supervisory and control activities of the departments of the territorial body.

4.2. The head of the Technical Department is obliged to:

4.2.1. Provide timely and high-quality solutions to problems, performance of functions and assignments assigned to the Technical Department.

4.2.2. Organize technical training and professional development of department employees.

4.3. Head of the Technical Department:

4.3.1. Bears personal responsibility for non-fulfillment or improper fulfillment of tasks, functions and instructions assigned to the department.

4.3.2. Establishes the degree of responsibility of employees of the department for non-performance or improper performance of the duties assigned to them.

4.3.3. Ensures compliance with the requirements of the secrecy regime, preservation of state and official secrets.

4.4. The rights and powers of employees (officials) of the Technical Department are determined in accordance with the List of the rights of officials of the Gosgortechnadzor system of Russia (RD-03-21-93), approved by the Gosgortechnadzor of Russia on 26.04.93.

4.5. The employees of the department are personally liable for non-fulfillment or improper fulfillment of the duties assigned to them by the job descriptions.

These recommendations have been developed for the purpose of practical implementation of the requirements of the Federal Law "On Industrial Safety of Hazardous Production Facilities" and "The Concept for Improving the System of Gosgortekhnadzor of Russia ...", in accordance with the resolution of the Board of Gosgortekhnadzor of Russia dated 02.14.2000 N 1.

In modern conditions, functional changes are taking place in the activities of the Gosgortekhnadzor bodies of Russia, the importance of their analytical activities is increasing - the basis for the effective implementation of normative regulation, special permitting, supervisory and control functions. The most important task of the Gosgortekhnadzor bodies of Russia is to create conditions for a phased transition to modern forms and methods of supervision over the functioning of industrial safety management systems at hazardous production facilities.

In connection with the above, it is necessary to optimize the organizational structures of territorial bodies and create in them Technical Departments or Groups (instead of existing production and technical departments), providing collection, generalization and analysis of information for the effective implementation of state regulation of industrial safety.

In accordance with the attached "Standard Regulations on the Technical Department of the territorial body of Gosgortekhnadzor of Russia", a regulation on such a department and job descriptions of its employees are being developed.

The main tasks, functions and powers of the Technical Group are determined by the job descriptions of its employees in accordance with the "Standard Regulations on the Technical Department of the Territorial Body of Gosgortekhnadzor of Russia".

Based on the results of the analysis of the tasks and functions assigned to this unit, as well as the characteristics of the existing organizational structures of territorial bodies, when deciding on the creation of a Technical Department (group), it is necessary to be guided by the following recommendations:

The technical department can be created in the structure of a territorial body, which has a staff of 100 inspectors. and more.

In a territorial body with a smaller staffing, a technical group is created as part of one of the departments.

The formation of the Technical department (group) in the territorial body can be carried out within the framework of optimization of the structure of the territorial body at the expense of the staff units of the existing production and technical department. At the same time, a decrease in the number of inspectors of a territorial body is not allowed. The recommended staffing of the Technical Department is no more than 5 - 7 people.

The distribution of duties of employees of the Technical Department (group) is determined by the head of the territorial body based on the assessment of the scope of work assigned to this department.

In order to ensure a reliable information basis for the analytical activities of the territorial body in all its departments carrying out control and supervisory activities, the collection and analysis of information is organized by the chief state inspectors and state inspectors in accordance with their specialization, determined by the job descriptions. The technical department (group) carries out the generalization and general analysis of the analytical information of the departments and prepares the corresponding proposals for the leadership of the territorial body.

1. General Provisions

1.1. This provision defines the purpose, goals, objectives, functions, rights, responsibilities and fundamentals of the production and technical department (hereinafter referred to as the department).

1.2. The department provides technical support, production planning and operational management of the organization's production activities.

1.3. The department is an independent structural unit of the organization and reports directly to its head or one of his deputies.

3. Basic rights:

3.1. The technical department, within the limits of its competence, has the right:

3.1.1. Give instructions on the use of equipment, light and sound equipment.

3.1.2. Make decisions on changes in the operation of equipment;

3.1.3. Require the management of structural divisions to provide timely information on equipment and equipment breakdowns.

3.1.4. Submit proposals to the management of the institution on incentives for distinguished employees and on the imposition of penalties on employees who violate labor discipline.

3.1.5. To check the observance of legality in the activities of the structural units of the institution.

3.1.6. Receive from employees in the manner prescribed in the institution, documents, certificates, calculations and other information necessary to perform their duties.

3.1.7. To involve, with the consent of the head of the institution, employees for the preparation of draft regulations and other documents.

4. Organization of activities

4.1 The technical department is headed by the head of the department. The head of the department is appointed and dismissed by the order of the director of the Institution.

4.2. Head of the technical department (TO):

Manages the activities of the technical department and is responsible for the implementation of the tasks assigned to it;

Signs acts of work performed and services rendered by organizations;

Develops and submits for approval to the Director of the Institution the regulations on the Technical Department;

In agreement with the director of the institution, distributes responsibilities between the employees of the technical department and develops their job responsibilities;

Submits proposals to the Director of the Institution for the publication of documents related to issues within the competence of the technical department;

Represents the technical department in relations with organizations and citizens within the competence of the technical department;

Submits proposals to the Director of the Institution to improve the structure and staffing of the technical department;

Submits proposals to the Director of the Institution on the appointment and dismissal of employees of the technical department;

Submits proposals to the Director of the Institution on the application of incentives and disciplinary measures to the employees of the technical department;

Participates in the preparation and conduct of meetings, seminars and other organizational activities of the Institution on issues related to the competence of the technical department;

Carries out instructions of the Director of the Institution on issues related to the competence of the technical department.

4.3. The technical department carries out its work in accordance with the official duties and the work plan of the Institution.

4.4. Maintenance workers should know:

Purpose and concentration of disinfectants and detergents and rules for their safe use;

Rules for the operation of sanitary equipment;

Fundamentals of labor legislation.

4.4.6. The driver must know:

Traffic rules, penalties for their violation; the impact of weather conditions on road safety;

Ways to prevent road traffic accidents;

Main technical characteristics and general device of the car;

The procedure for installing and removing alarm systems, the nature and conditions of their operation;

Reasons, ways of detecting and eliminating malfunctions that occurred during the operation of the car;

The timing of the next service, technical inspection, checking tire pressure, tire wear, steering wheel free play, etc. according to the vehicle operating instructions;

The order of emergency evacuation of passengers in road traffic accidents;

Rules for filling out primary documents for accounting for the operation of the serviced car;

4.4.7. The cloakroom attendant should know:

Rules for accepting and storing personal belongings, rules for processing documents for the loss of a token (number), office hours.

4.4.8. The janitor should know:

Normative acts on sanitation, improvement, exterior maintenance of buildings;

Addresses and telephone numbers of the police department, local district police inspector, ambulance, fire department, the nearest ambulance, pharmacy, children's room, etc.

Safety rules when performing cleaning work;

4.4.9. A locksmith for the repair of equipment and heating networks should know:

Scheme of heating networks, routes (underground and surface);

Rules for switching, stopping and starting heating networks;

Methods for checking cameras for gas pollution;

Purpose, device and installation features of internal central heating, water supply and sewerage systems;

Installation of shut-off and control valves, supports, metal structures, stuffing box expansion joints and other equipment and structures of heating networks;

Methods for flushing heating networks;

Ways to eliminate damages on pipelines, fittings, as well as ways to eliminate water leaks;

Testing methods for heating networks (hydropneumatic, hydraulic and heat);

The procedure for accepting equipment into operation;

Types of main parts of plumbing systems, pipe connections and pipe fittings;

Drilling and punching methods, rules for using a power tool;

Assembly of simple assemblies and flange connections;

Manual pipe threading;

Completion of pipes and fittings for risers;

Installation of a hand press for crimping systems;

4.4.10. A set maker should know:

Basics of carpentry;

Types of basic materials used in the production of joinery and carpentry;

Methods of repair and restoration of decorations, furniture;

The name and purpose of the tools used;

Disassembly and arrangement of decorations and simple wooden structures (floors, partitions, window frames, door fittings, locks, etc.);

Basics of electrified equipment design;

Methods for preparing wood glue, applying antiseptic and fire retardants;

Furniture manufacturing process;

4.4.11. All maintenance workers should know:

Internal labor regulations of KGBUK "KSKTs" Semya ";

Occupational health and safety rules and regulations, fire safety and fire protection rules.

4.5. In the event of a temporary absence of the head of maintenance (business trip, vacation, illness, etc.), his rights and obligations are transferred to another official of the maintenance, which is announced by the order of the Institution.

5. The structure of the technical department.

5.1. The structure and number of the technical department is determined by the staffing table of the Institution.

5.2 The TO includes:

Head of TO-1 unit.

The head of the farm -1 unit.

Electrician for repair and maintenance of electrical equipment - 1.5 units.

Joiner -0.5 units.

Worker on complex maintenance and repair of building-1 unit.

Driver -1 unit.

Office cleaner - 9 units.

Cloakroom attendant - 2 units.

5.3. The distribution of responsibilities between the maintenance workers is carried out by the head of the maintenance department in agreement with the director.

6. a responsibility

Employees of the technical department bear administrative, disciplinary and material (and in some cases stipulated by the legislation of the Russian Federation, and criminal) responsibility for:

6.1. Non-fulfillment or improper fulfillment of official instructions of the head of the institution, head of the department;

6.2. Failure to perform or improper performance of his labor functions and the tasks assigned to him;

7. Changes and additions to these regulations.

7.1. Regulations on the technical department of KGBUK "KSKTs" Family "are subject to revision when the structure, tasks and functions of the department are changed.

1. General Provisions

1.1. The technical department is an independent * structural unit of the organization.

1.7. The duties, rights and responsibilities of each employee of the technical department are established by the job description, which is agreed with the head of the department and approved by the head of the organization.

1.8. The technical department in its activities is guided by:

Regulatory legal acts, other guiding and methodological materials on technical preparation of production;

The charter of the organization;

Orders, orders of the head of the organization (direct manager);

Changes in the structure and staff of the technical department are developed by the head of the technical department, based on the conditions and characteristics of the organization's activities, are coordinated with the immediate manager, as well as with the department of labor and wages, the personnel department, the legal department in the relevant areas of activity of these structural divisions and are approved by order of the head organizations.

Responsibilities between the structural divisions that are part of the technical department are distributed by the head of the technical department on the basis of this regulation (regulations on structural divisions). The distribution of duties between employees of structural units that are part of the technical department is carried out by the heads of these structural units (deputy head of the technical department) in accordance with job descriptions. The regulations on structural divisions that are part of the technical department are approved by the head of the technical department.

2. Main tasks

The main task of the technical department is:

In accordance with the main task, the following functions are assigned to the technical department:

Coordination of the work of the technical services of the organization for testing new technical means, creating and mastering new types of products, complex mechanization and automation of production, planning the introduction of scientific and technical achievements, new equipment and progressive technology.

3.3. Current and long-term planning of the technical development of the organization, its production base.

3.4. Drawing up technical specifications for the design of newly built industries, structures, technical means, expansion, development and reconstruction of existing ones, for the introduction of mechanization and automation.

3.5. Consideration and approval of design documentation for the modernization of equipment and rationalization of workplaces.

3.6. Control over the conclusion and execution of contracts related to the introduction of new technology, as well as over the financing and correctness of calculations of the economic efficiency of measures for the development of new equipment and technology, new types of raw materials and finished products.

3.7. Participation in the development and implementation in production of resource-saving technologies, progressive consumption rates of the main types of raw materials and materials, the study of the causes of marriage and the release of products of low quality and grade, the development of measures to improve the quality of products (works, services) and more efficient use of production facilities.

3.8. Coordination of the activities of the organization's divisions that provide technical preparation for production.

4.1. The technical department, within the limits of its competence, has the right:

4.1.1. To represent, in the prescribed manner, the organization in other organizations on the issues of technical preparation of production.

4.1.2. Require and receive from the divisions of the organization the submission of information and documents necessary for the implementation of work within the competence of the technical department.

4.1.3. Conduct independent correspondence with other organizations on issues that are within the competence of the technical department and do not require approval from the head of the organization, in the prescribed manner.

4.2. The head of the technical department has the right *:

4.2.4. Involve specialists from structural divisions of the organization in the performance of the duties assigned to him in cases where this is provided for by the provisions on structural divisions, otherwise - with the permission of the head of the organization.

4.2.5. Request information and documents necessary for the performance of their official duties from the heads of structural divisions, specialists, personally or on behalf of their immediate supervisor.

4.2.6. Sign and endorse documents within their competence.

4.2.7. Submit for consideration by the head of the organization ideas about the appointment, relocation, dismissal of employees of the technical department, proposals for their encouragement or the imposition of penalties on them.

4.2.8. Require the management of the organization to assist in the performance of their duties and the exercise of rights.

With the planning and economic department:

receives: approved current and long-term production plans; reporting data necessary for calculating production capacities and drawing up a production and technical passport of an organization;

presents: calculation of the production capacity of workshops and the organization as a whole;

With the department of labor organization and wages:

receives: data on the fulfillment of production standards by workers by profession; approved staffing table;

presents: draft staffing table;

With the departments of the chief mechanic, chief power engineer:

receives: information about the availability of equipment in the organization; information on receiving new equipment; a schedule of scheduled preventive maintenance of equipment; data on equipment decommissioning;

presents: an application for technological equipment with justified calculations of its needs; layout of the placement of technological equipment for approval; distributes the arrived equipment to the shops in agreement with the chief engineer;

With the department of the chief technologist:

6. Responsibility *

Low performing and labor discipline of subordinate employees;

Causing material damage to the organization - in accordance with applicable law.

6.2. The responsibility of other employees of the technical department is established by their job descriptions.
