Instructions for filling out the federal statistical observation form

Information according to the Appendix to Form N 1-СХ (balance sheet) is provided by legal entities purchasing, storing, processing grain and other operations with grain, except for agricultural producers.

A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

A separate division of an organization is any division territorially isolated from it, at the location of which stationary workplaces are equipped. Recognition of a separate division of an organization as such is carried out regardless of whether its creation is reflected or not reflected in the constituent or other organizational and administrative documents of the organization, and on the powers vested in the specified division. At the same time workplace is considered stationary if it is created for a period of more than one month (Clause 2 of Article 11 of the Tax Code of the Russian Federation).


The completed form is submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where they actually carry out activities.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of a legal entity (including in separate divisions).

The federal statistical observation form is also provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

The address part indicates the full name of the reporting organization in accordance with constituent documents, registered in the prescribed manner, and then in brackets - a short name. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line "Postal address" indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual (postal) address is also indicated; for separate divisions that do not have a legal address, it is indicated postal address with postal code.

A legal entity enters the OKPO code in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to enterprises territorial authorities Rosstat.

In case of delegation of authority to provide statistical reporting on behalf of a legal entity, a separate division, a separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at the location of the separate division.

Column 4 reflects the total amount of grain used for processing. Column 5 shows the volumes of grain processed into flour, cereals, column 6 - into mixed feed, dirt, feed flour and other feed products, column 7 - into other products: alcohol, beer, starch and other types.

The data in column 4 is equal to the sum of the data in columns 5, 6 and 7 for all lines.

Column 8 “Availability at the end of the reporting period” reflects all the grain available at the enterprise at the end of the reporting period, regardless of the sources of education (state resources, insurance funds, varietal seeds, exchange transactions, etc.), including grain, deposited by third parties other than agricultural producers. Column 9 reflects the availability of grain at the end of the corresponding period last year. Grain from agricultural producers stored in organizations that purchase, store and process grain is not taken into account in the Appendix to Form N 1-СХ (balance sheet).

Line 01 reflects in all columns the volume of processed grain and its availability at the end of the period, taking into account grain of those types that are not indicated in the form.

The purpose of developing the Recommendations is to obtain complete and reliable information on indicators characterizing the agricultural activities of peasant (farmer) households and individual entrepreneurs in the Omsk region.

Statistical observation for agricultural activities of peasant (farmer) farms and individual entrepreneurs carried out on the basis of forms Federal statistical observation:

Intelligence according to federal statistical observation forms No. 1-farmer, 2-farmer, 3-farmer provide: peasant (farm) farms having the status of a legal entity, as well as individuals engaged in entrepreneurial agricultural activities without forming a legal entity ( heads of peasant (farm) households and individual entrepreneurs).
The business entity fills out the form and submits it to the territorial body of state statistics at its location.

If the farm has territorially separate divisions ( TOPs)the form is filled out for each separate division and household without these separate divisions, according to the location of land, livestock and poultry. Please note: the obligation to provide the “1-farmer” form is assigned not only to Russian organizations, but also to foreign companies whose branches or representative offices are located in the Russian Federation (reporting is provided by these branches or representative offices).

IMPORTANT! If you Russian company several branches, then the “1-farmer” form will have to be filled out not only for the company as a whole, but also separately for each of its separate divisions.

Companies that have branches or other structural divisions located at different addresses, the statistics in question should be submitted to Rosstat at the location of each such division, and a single report for the company as a whole should be submitted to Rosstat at the place of operation of the head division.

A special procedure also exists for entities engaged in growing crops on leased land. land plots. Such entities should submit the “1-farmer” form to Rosstat at the location of the leased land plot.

What information is indicated in the “1-farmer” form?

When filling forms 1-farmer It is important to consider the following main points:

  1. Correctly enter the details of the reporting entity: if the summary relates generally to the company, you must indicate its details. If statistics are generated for a branch, then information about this division should be recorded.
  2. The main content information that subjects should reflect in the form under consideration characterizes the volume of crops that the business manager is engaged in. In particular, information on the total area occupied by agricultural crops for the current year must be provided. At the same time, a breakdown is provided by groups of sown agricultural crops.

So, in the statistical form under consideration, it is necessary to provide the following information:

  • Show what areas of agricultural land (in hectares) were sown with winter crops in general, as well as what areas of them were used for growing wheat, barley, etc. (lines 1-5 of the report).
  • Provide information about the loss of part of the planned winter crop harvest in the autumn-winter or spring period(lines 6-8).

IMPORTANT! Information about the death of winter crops in the “1-farmer” statistics must coincide with the information recorded in the corresponding primary reports.

  • Give the net area of ​​crops remaining at the end of spring sowing. It is the total sown area, reduced by the amount of dead crops indicated above (lines 9-13).
  • Display information (lines 14-43) on the area sown with spring crops, broken down by specific species (in particular, rye, barley, oats, corn, etc.).
  • Next, you should record information about which areas are occupied by potatoes and vegetables (cabbage, beets, carrots, onions) in lines 44-54.

IMPORTANT! For vegetables, there are empty lines in the 1-farmer form. You yourself can enter the names of other vegetables grown that are not listed in the template.

  • Show the areas occupied by melons, forage crops (root crops, silage crops, corn, melons, etc.) and grasses in lines 55-65.
  • After reflecting all the information listed above, the results are summed up and the total number of crops sown is revealed (lines 62-63).

Form 1-farmer is intended for compilation by all small firms, as well as farms and individuals engaged in growing crops. The form provides detailed information about the areas occupied by crops in general, as well as individual crops. It is important to remember that such a report should be submitted not only at the place of operation of the company, but also, if there are separate divisions, at the location of each of them.

Instructions for filling out form N 1-farmer

1. Information on the federal statistical observation form N 1-farmer is provided by legal entities - small enterprises whose main activity is agricultural activity (in accordance with the All-Russian Classifier of Types economic activity(OKVED) codes 01.1, 01.2, 01.3, 01.4); peasant (farm) households, as well as individuals engaged in entrepreneurial agricultural activities without forming a legal entity, who have crops.

Bankrupt organizations where bankruptcy administration has been introduced are not exempt from providing information in the specified form. 3. In the code part of the form, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) must be entered on the basis of the Notification of assignment of the OKPO code issued (sent) by the territorial bodies of Rosstat.

4. The form shows the actual total size of agricultural crops for the current year’s harvest, highlighting groups and individual crops. Agricultural crops plowed in with green manure (green manure crops) are not included in the sown area by crop and in the total sown area.

5. Lines 6 - 10 show the areas of surviving winter crops - the areas sown in the fall of last year, minus those that died in the autumn-winter period, as well as during the sowing period of spring crops. Crops that were reseeded with spring crops, as well as those that were completely lost, although not reseeded, are considered dead. Thinned crops are not considered dead.

6. The section “Sown with spring crops” shows the entire area sown with spring crops only for the current year’s harvest, including spring crops that were sown on the areas of winter crops used before the reporting for green fodder, silage and grazing. Spring crops sown on areas of dead winter crops are included in the sown areas of those crops that were reseeded.

7. Plantings of vegetable and other crops produced before winter (for example, carrots, garlic, etc.) are counted as spring crops. Summer-planted potato crops should be counted together with other potato crops. Food melons include watermelons and melons.

In lines 44 - 46 you should enter the names of vegetable crops (cucumbers, tomatoes, green peas, garlic, other vegetables) sown in the current year, indicating data on the sown areas.

8. Line 60 shows the crops of lawn grass, both the current year and previous years, intended for growing turf (rolled lawn), including the areas from which the turf was removed by the reporting date. For small values, it is allowed to write the number with three decimal places after the decimal point.

9. Line 61 reflects undercover crops of perennial grasses produced by sowing grass seeds in the spring or autumn of last year in areas occupied by winter or spring grain and leguminous crops. Undercover grasses do not occupy an independent area and are not included in the total sown area.

10. Line 65 indicates:

Form 3-farmer Information on livestock production and livestock numbers is submitted to the territorial body of Rosstat by all legal entities - small businesses whose main activity is agricultural activity (in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED) codes 01.1, 01.2, 01.3 , 01.4). The specified statistical report must also be provided by peasant (farm) households and individuals engaged in entrepreneurial agricultural activities without forming a legal entity and having a livestock of farm animals.

Form 3-farmer was approved by Rosstat Order No. 319 dated September 17, 2010.

In the code part of the form, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) must be entered on the basis of the Notification of assignment of the OKPO code issued (sent) by the territorial bodies of Rosstat.
The form shows the products and livestock that belong to both the peasant (farm) farm and the head and members of the farm personally.

For individuals, the number of livestock is reflected at the location of the livestock, regardless of the place of permanent residence of the head of the household.

In the production of livestock and poultry for slaughter /in the weight of live cattle/ (line 01) you should include all sales for meat, as well as consumption of slaughtered cattle on your farm cattle, pigs, sheep, goats, rabbits, horses, poultry (including ostriches and pheasants), camels, deer. The sale of young livestock and poultry for further rearing is not included in this indicator.

The line “Milk produced” includes all milk actually produced from cows, buffaloes, goats, ewes, mares, including milk spent on feeding young animals. Milk sucked by young animals during suckling is not included in gross production.

Line 08 “including cattle” shows milk produced from all cows available at the beginning of the reporting year and received during this year, as well as from first-calf cows.

Line 09 “Eggs received from all types of poultry” shows the entire number of eggs received on the farm during the reporting year from all types of poultry (chickens, ducks, geese, turkeys, guinea fowl, quails) belonging to the farm, including losses of eggs (fighting, spoilage, etc.), and eggs used for hatching young animals by brood hens or in an incubator.

Line 10 indicates the quantity chicken eggs obtained from laying hens owned by the farm. This line does not include eggs purchased or received from outside for incubation and other purposes.

Line 11 “Received wool and animal hair” includes all actually sheared wool from sheep, hair (fine and coarse) of goats, camels, including wool and hair used for on-farm needs, as well as losses of received wool and hair during storage and transportation.

Line 13 “Bee honey received” shows the actual amount of honey taken from the hives.

Lines 14 - 17 reflect data on the number of livestock and poultry raised, defined as the sum of live offspring, the increase in young animals and the gain in fattening livestock, as well as the gain from raising livestock and poultry in households under contracts received during the reporting period, minus the weight dead livestock and poultry.

Lines 20 - 40 show the actual number of farm animals available on the farm at the end of the reporting period.

According to lines 38 - 39, from the total number of horses, the number of meat herd horses, of which mares, is distinguished. These should include Altai, Bashkir, Buryat, Kazakh, Kushum, Tuvan, Yakut and other local breeds of meat herd horses and their crosses with factory breeds raised for slaughter for meat.

On line 45, in the appropriate columns, all calves, piglets, lambs and kids born alive from queens belonging to the farm are recorded.

Along with the total number of calves and piglets born (indicated on line 45), line 46 shows the number of calves obtained only from cows, and piglets from main sows.

Line 47 reflects all animals that actually died and died during the reporting period (from fires, natural disasters, etc.), regardless of age, including dead and dead young animals born in the current year, as well as dead livestock purchased from outside.

This line also includes forcedly slaughtered livestock, the meat of which was not used for food or was used only for livestock feed, as well as live livestock sold specifically for use as scrap.

Line 48 records the number of heads of livestock purchased by the organization (farm) from peasant (farm) farms, individual entrepreneurs, the population, and other organizations, received from their employees as compensation for fallen, killed or missing public livestock due to their fault.

Line 49 shows the number of livestock given free of charge to members of one’s farm as additional payment for labor, as well as livestock given as assistance to individual members of the farm, livestock sold on the market and suitable for further reproduction. It also takes into account livestock sold and transferred to peasant (farm) farms and individual entrepreneurs and other organizations.

Lines 50 - 59 provide information on the sale of livestock products own production both on its territory and abroad, through all sales channels: processing organizations and organizations wholesale trade(canning factories, meat processing plants, dairies, oil mills, separating points, processing units of agricultural organizations), consumer cooperation, on the market; Products donated, given as payment for services, or as payment for wages to employees are also taken into account.

When filling out data for individual products, agricultural raw materials of own production, spent on the production of sold processed products (butter, cottage cheese, etc.), are also taken into account.

Line 60 indicates:

Conversion into feed units is carried out according to laboratory testing of feed, confirmed by relevant documents, and in the absence of this information - according to reference books on the nutritional value of feed.

Line 67 takes into account all the feed available at the agricultural organization as of the reporting date (including purchased) and allocated for all livestock and poultry belonging to the farm. The amount of feed also includes feed insurance funds and feed purchased and left over from last year, regardless of where they are stored.
