1. General Provisions

1.1. 1.6. The leading engineer, when performing his duties, is guided by:

2 Job responsibilities

The leading engineer is obliged to:

Monitor the correct operation of treatment and protective structures, and ensure that structural units comply with current environmental legislation, instructions, norms and regulations for environmental protection (ventilation emissions, discharges into water bodies, production and consumption waste, etc.).

2.4. Submit documents approved by the management of the enterprise on the implementation of the activities established by the schedule to the regulatory authorities.

2.5. Conduct inspections of the production and environmental activities of the enterprise independently or jointly with state environmental regulatory authorities.

2.7. Carry out a set of works for the preparation, submission and approval of the enterprise’s reports on environmental issues to the Natural Resources Committee for the K-region, the Rostechnadzor Office for the K-region and the state statistical monitoring bodies, including the following reports:

— according to form 2-TP (waste);
— according to the 2-TP form (air);
- according to form 4-OS (information on current costs of environmental protection and environmental payments).

2.8. Calculate fees (quarterly and annual) for negative impacts on the environment and submit them to the Rostechnadzor Office for the K region.

2.9. Prepare and submit documents for obtaining a Permit for Emissions of Harmful Substances and Waste Disposal Limits at the Rostekhnadzor Office for the K region.

2.10. Prepare a project and conclude an agreement:

— to conduct bacteriological studies of drinking water with the Center for Hygiene and Epidemiology of Tomsk and radiological studies of drinking water with the Center for Hygiene and Epidemiology;

— with third-party individuals and legal entities for their implementation of environmental work and activities at the enterprise.

2.11. By order of senior managers, correspond with state regulatory authorities on issues within the competence of the department.

2.12. Carry out work on inventory of sources of air pollution together with the OGE.

2.13. Timely and accurately execute production orders of the general director of the enterprise, production tasks, instructions and orders of the head of the environmental protection department.

2. Job responsibilities

The main functions of an ecologist are to directly perform work to ensure compliance of the Company’s activities with the requirements of the current environmental legislation of the Russian Federation, as well as international standards.

2.1. Ensures compliance with legislation in the field of environmental protection, sanitary and epidemiological welfare of the population, as well as industrial safety in terms of environmental risks arising from the main activities of the enterprise.

2.2. Creates and maintains an effective system of environmental information, namely: primary accounting data, annual and statistical reports on environmental management processes at the enterprise.

2.3. Makes an inventory of sources of environmental pollution, maintains primary records of data using standard forms, in accordance with the rules established by current legislation. The forms are filled out using a pollutant (waste) classification and coding system. Primary waste accounting records generated, used, neutralized, transferred to other organizations, as well as disposed waste. 2.5. Responsible for obtaining (renewing) permits for environmental management. To extend the validity period of permits, submit the necessary completed materials and documents to the Territorial Body of Rostechnadzor (another authorized body) no later than 45 days before its expiration. The list of required documentation is specified in the relevant organization.

2.6. Forms and submits to executive authorities state statistical reporting in the field of environmental protection, justification of the amount of payments for negative impacts on the environment, monitoring data and other required documentation. He is the responsible person for the operation of waste storage (accumulation) sites on the territory of the enterprise, monthly checks their compliance with the PNOOLR and, in case of detection of non-compliance, gives instructions to eliminate the observed violations, indicating the deadlines for its implementation. The places of storage (accumulation) of waste on the territory of the facility, their boundaries (area, volumes), arrangement, maximum amount of temporary accumulation of waste in accordance with issued permits, terms and methods of their accumulation are subject to control. Monitors the timely removal of waste from the territory of the enterprise.

2.11. Searches for and selects organizations that have permits for the transportation and disposal of hazardous waste, and participates in concluding agreements for the transfer of waste to third parties. Documents for control of waste transfer are acts of waste delivery, receipts and control coupons for acceptance of waste for disposal.

2.12. Endorses with the stamp “Acquainted” contracts for the supply of raw materials, materials and equipment, lease agreements.

2.13. Develops environmental standards and regulations for the enterprise, draws up technological regulations, an industrial environmental control plan, instructions and other technical documentation. Analyzes the results of environmental protection activities, monitors the efficiency of environmental treatment equipment and structures, the technical condition of equipment for localizing and eliminating the consequences of man-made accidents, develops environmental protection and corrective programs, taking into account the economic efficiency of the measures.

2.14. Helps reduce the harmful effects of production factors on the life and health of workers.

2.15. Participates in the development of measures to ensure the environmental cleanliness of manufactured products; product certification in order to reduce the risk of product impact on the environment.

2.16. Participates in inspections of the enterprise organized by authorized bodies, develops and ensures the implementation of measures to eliminate comments from state environmental control.

2.17. Takes part in resolving issues of expansion and reconstruction of the enterprise, changes in technology, production processes and equipment; participates in the examination by authorized state bodies of the enterprise’s design documentation (in terms of the section “Environmental Protection Measures”).

2.18. Responsible for carrying out measures to reduce emissions into the atmosphere under adverse meteorological conditions, with determining the procedure for notifying the application of these measures.

2.19. Participates in the assessment of the environmental situation that arose during or after the elimination of an emergency (emergency) situation at the site, functions in cooperation with the forces and means of the Ministry of the Russian Federation for Emergency Situations. Participates in the investigation of the causes and consequences of emergency situations, ensures the preparation of measures to prevent them. Carries out, within the period specified in the current legislation, the transfer of information about the detection of high levels of pollution, as well as identifying signs of an emergency situation (based on visual and organoleptic signs).

3. Rights

An ecologist has the right:

3.1. Submit proposals for improvement of processes related to the provision of services, in terms of environmental impact, for consideration by the head of the environmental department.

3.2. Participate in meetings on production issues.

3.3. Use all means of communication and correspond with national and international organizations to perform your job duties.

3.4. Sign and endorse documents within the limits of your authority.

3.5. Raise the question of considering the possibility of increasing your competence (qualifications).

3.6. Monitor compliance with technological regimes of environmental facilities, environmental standards and regulations.

3.7. Monitor the state of the environment in the area where the enterprise is located.

3.8. Participate in checking the condition of technical equipment in accordance with the requirements of environmental protection and rational use of natural resources.

4. Responsibility

The ecologist is responsible for:

4.1. Compliance with deadlines and correct execution of relevant documents.

4.2. Document flow related to the work performed.

4.3. Identification and timely reporting of non-compliance with established requirements.

4.4. Compliance with confidentiality requirements.

4.5. Accurate and timely fulfillment of job duties provided for in these instructions, as well as the requirements of internal documentation.

4.6. Compliance with safety rules and regulations, fire safety, labor protection, production and labor discipline, as well as internal labor regulations.

4.7. Exceeding one's powers, resulting in damage to the interests of the enterprise within the limits determined by the current labor and civil legislation of the Russian Federation.

4.8. Offenses committed in the course of carrying out their activities within the limits determined by the current civil and criminal legislation of the Russian Federation.
