Currently, the volume of consumption of medicines produced in Russian Federation, is no more than 20 percent of the market in monetary terms and not more than 65 percent in kind. An increase in the share of imported medical equipment in the structure of equipment for healthcare institutions increases the dependence of the domestic healthcare system on imported consumables and spare parts and ultimately leads to an not always justified increase in government spending. These trends reduce the competitiveness of the domestic pharmaceutical and medical industry and negatively affect the growth rates of the Russian economy as a whole.

The state program of the Russian Federation "Development of the shipbuilding industry" was developed in accordance with the "List of state programs of the Russian Federation" approved by the order of the Government of the Russian Federation of November 11, 2010 N 1950-r, as well as the Decree of the President of the Russian Federation of May 7, 2012 N 596 "On long-term state economic policy".

The program is aimed at ensuring the independent maritime activities of the Russian Federation and protecting its state interests in the World Ocean, seas and inland waters by fully meeting the needs of the state and business in modern competitive domestic shipbuilding products, expanding high-tech exports and increasing the contribution of the shipbuilding industry to GDP growth.

Results of the implementation of state policy in the shipbuilding industry

Until recently, for almost 20 years, government policy in the shipbuilding industry was limited to a number of measures aimed primarily at supporting the industry's ability to create products for national defense.

In 2006-2008, the situation began to change for the better - the "Strategy for the development of the shipbuilding industry for the period up to 2020 and for the future" and the federal target program "Development of civil marine technology" for 2009-2016 were developed and approved.

To date, 8 integrated structures have been created in the industry. The main one is the United Shipbuilding Corporation, which includes almost all the leading design bureaus and major factories. The creation of the State Scientific Center of the Russian Federation on the basis of the Federal State Unitary Enterprise "Central Research Institute named after Academician A. N. Krylov" is nearing completion, in which the main experimental base in the field of marine technologies is concentrated.

By order of the Ministry of Industry and Trade of Russia dated August 29, 2008 No. 112, the "Comprehensive Action Plan for the Implementation of the Strategy for the Development of the Shipbuilding Industry for the Period until 2020 and for the Future" was approved. A start was given to the development of scientific and production potential and the creation of a scientific foundation for the revival of domestic shipbuilding. This made it possible to significantly improve the position of the industry and reduce the rate of lag in scientific and technological development from the leading maritime powers.

However, Russian shipbuilding today provides only 0.6% of the volume of world civil shipbuilding in terms of compensated gross tonnage (in monetary terms - 1.3%), and according to this indicator, Russia occupies 21st place. The largest Russian shipbuilding company OSK is still in 82nd place in the world in civil shipbuilding.

In military shipbuilding, Russia's position is much stronger - Russia has 12% in the world military shipbuilding and ranks second after the United States. OJSC "USC" takes the 7th place in the world by the volume of production in military shipbuilding.

The main problems at the macro level, hindering the rise of domestic shipbuilding, still remain:

In the field of science and development: The decline in funding in the early 1990s led to a number of negative consequences, one of which is the reduction in the volume of defense R&D. So, in shipbuilding in the period 1990-1999, it decreased, according to various estimates, by 5-6 times. At the same time, to the greatest extent, this affected research work and, especially, fundamental and exploratory research, the task of which is to ensure a qualitatively new level of product development, both military and civilian.

As a result, the scientific groundwork was practically not created. Although an increase in R&D funding began in 1999 (primarily in the interests of defense), it has not yet been possible to fully restore these volumes.

At present, Russia still invests in science and new development funds half as much as South Korea, 3 times less than Germany, 7 times less than China and almost 20 times less than the United States.

Long-term underfunding of fundamental research and applied scientific and technical developments has led to the fact that many organizations can only supply morally and technically obsolete, more energy-intensive, difficult to operate and maintain, as well as less reliable products.

In comparison with foreign test centers, our scientific and experimental base is not sufficiently equipped with modern equipment and turns out to be uncompetitive.

In the field of defense production: The implementation of the federal target program "Development of the military-industrial complex of the Russian Federation" for 2011-2020 will ensure the unconditional implementation of GPV-2020, however, long-term plans for the development of domestic shipbuilding require clarification and expansion of plans for the development of scientific, design and production potential of the shipbuilding industry.

The practice of single and extended construction and repair of individual ships that has developed in recent decades has led to a noticeable weakening of the industry's production potential and the practical destruction of production cooperation, especially of the second and third levels.

The need for cooperation has disappeared due to the fact that the real needs of military shipbuilding have decreased so much that they could be satisfied by the experimental production of the head developers. The relatively low level of information technology use is critical for the shipbuilding and ship repair complex of the industry.

One of the characteristic features of the shipbuilding industry is the wide cooperation of performers. The industry interacts with more than 2 thousand enterprises that provide shipbuilding with ship equipment and components.

At the same time, the finishing and main enterprises of the 1st and 2nd levels of cooperation, in most cases, are very well-known enterprises accountable to the Ministry of Industry and Trade of Russia, state customers and can apply for support within the framework of the Federal Target Program "Development of the Defense Industrial Complex of the Russian Federation."

Enterprises of the 4-5 levels of cooperation in most cases are practically devoid of this. Information about them is available only to the head designers of the ships, who are unable to help them in any way. These are mainly private enterprises outside of any lists or registers. At the same time, the activities of these enterprises are extremely important to ensure the creation of modern competitive marine technology.

Violation of the existing cooperation due to low serial production leads to the loss of a number of enterprises of 3-4 levels of cooperation, their re-profiling and leaving the industry.

In the military sphere, there is a threat of non-fulfillment of the main parameters of the GPV. All of this will negatively affect the country's defense capability and pose a threat to its transport, food and fuel and energy independence.

The threat of social tension in a number of regions of the country will increase due to the loss of a large number of jobs, especially where shipbuilding organizations are city-forming. The same enterprises in the shipbuilding industry often produce both types of products - civilian and military. Therefore, measures to support defense projects also have an indirect effect on the stability of civilian production, and vice versa - the development of the civilian sector contributes to an increase in the efficiency of defense production.

Goals and objectives of the state program

The activities of the Program are ultimately aimed at meeting the needs of government and commercial customers in modern shipbuilding products.

The program is being implemented over an 18-year period (until 2030) and will include a long and technologically necessary cycle of work for the shipbuilding industry.

The goal of the Program is defined as achieving a fundamental change in the strategic competitive position of Russian shipbuilding in the world and ensuring the possibility of fully meeting the needs of the state and business in modern shipbuilding products.

Full satisfaction of the state's needs for modern shipbuilding products is ensured by effective measures to create conditions for the development of promising and breakthrough critical technologies in shipbuilding, as well as to restore lost technologies and bring production capacities and personnel of enterprises in line with the expected portfolio of orders under the State Defense Order (SDO ) and GPV. To achieve this goal, it is necessary to solve the following five tasks:

1. Creation of advanced scientific groundwork and technologies necessary for the creation of advanced marine technology.

2. Strengthening and development of the scientific, design and production potential of the industry.

3. Ensuring the unconditional fulfillment of the state defense order and the SAP.

4. Training of personnel for the shipbuilding industry and securing them at the enterprises of the industry.

5. Achieving the level of advanced countries in the quality of shipbuilding products, production efficiency and investment attractiveness of domestic shipbuilding.

The implementation of the Program is carried out in the period 2012-2030 in 3 stages

At the first stage (2012-2016), the implementation of the FTP "RGMT-2016" will be completed and the main activities of the FTP "Development of the OPK-2020" will be completed, eliminating the current problems of the implementation of the GPV-2020, and work has been launched to implement the activities of the Program subprograms.

At the second stage (2017-2020), work will be completed on the activities of the subprograms related to the development of production capacities of civil shipbuilding, the deployment of capital construction of facilities in the interests of creating a new generation TDC, with state support for enterprises and stimulating the development of production in the shipbuilding industry.

Work will continue on the activities of the subprogram "Ensuring the implementation of the state program". It is assumed that during this period, the implementation of the new federal target program "RGMT-2024" will be formed and deployed, which ensures the development and construction of competitive civilian marine equipment, which will preserve and further develop the scientific groundwork obtained in 2009-2016.

As the production potential and financial position of the integrated structures and enterprises of the industry are strengthened, the structure of the industry is optimized, the financial support by the state for domestic shipbuilding after 2020 should be significantly reduced.

At the third stage (2021-2030), measures will be taken to develop the scientific centers in shipbuilding created at the first and second stages, conditions for further investment and innovative development of the industry will be created, the work on the Program as a whole has been completed, the main goal has been achieved, tasks have been solved and achieved final values \u200b\u200bof indicators.

At the third stage (by 2030): an increase in the volume of production of civilian products of the Russian shipbuilding industry in monetary terms relative to 2011 - by 3.2 times; the volume of production of civilian products of the Russian shipbuilding industry - 1.5 million tonnes of displacement in the period 2026-2030; growth of labor productivity (output per worker) in industry in relation to 2011 - 4.5 times; the share of renovated and new fixed assets of shipbuilding enterprises in the industry (shipyards) is more than half; the share of renewed and new basic production assets of scientific organizations in the integrated structures of the industry is more than 70 percent.

The activities of the Program are linked with the activities carried out within the framework of other federal target and state programs, in the implementation of which organizations of the shipbuilding industry are involved, and are formed in such a way as to exclude duplication with other programs.

4. Correction of the Program.

Federal Target Program "Development of civil aviation equipment in Russia for 2002-2010 and for the period up to 2015" (hereinafter the Program) needs to be adjusted.

In order to increase the efficiency of federal budget expenditures within the framework of the Program, it is necessary to make some changes to optimize the financing of program activities in all areas implemented in 2011-2012 and the planned period until 2013, as well as to clarify a number of target indicators of the effectiveness of the Program implementation.

The draft of the adjusted Program was developed and sent by the Ministry of Industry and Trade of Russia for consideration to the ministries and departments concerned (out. No. DM-10826/18 dated 01.10.2010).

The shipbuilding industry of the Russian Federation is the largest branch of the country's economic complex and has a number of features:

  • high-tech and expensive products;
  • long construction cycle;
  • strong interconnection between R&D, manufacturing and consumer sectors;
  • complex financing system.

A little more than 20 years ago, domestic shipbuilding was one of the most powerful in the world - up to 50 units of submarines, warships and support vessels were built by the orders of the Navy alone. In the field of civil shipbuilding, the country was one of the ten most developed countries in the world and annually produced sea transport vessels with a total deadweight of up to 550 thousand tons, fishing vessels with a total main engine power of about 100 thousand kW.

A significant reduction in orders for the construction of warships and commercial ships led to a difficult economic situation for almost all shipyards, and the prices for the products of the industry increased to an unacceptable extent.

Until recently, for nearly twenty years, government policy in the shipbuilding industry was limited by a series of passive measures aimed primarily at supporting the industry's ability to create products for national defense. The structure of the industry's sales was dominated by the state defense order. The previously created domestic scientific, technical and technological potential in the field of both civil shipbuilding and military shipbuilding in the period 1990-1999. stopped in its development. At the same time, the development of shipbuilding abroad progressed at an increasing pace.

In 2006-2008. the situation has changed for the better - the "Strategy for the development of the shipbuilding industry for the period until 2020 and for the future" was developed and approved. By order of the Ministry of Industry and Trade of Russia dated August 29, 2008 No. 112, the "Comprehensive Action Plan ..." for the implementation of this Strategy was approved. Decisions were made on the technical re-equipment of key industrial facilities, as well as a bench base in research institutes and design bureaus.

Currently, within the framework of Federal Target Program No. 1, an extensive set of measures is being implemented to re-equip the production and experimental design base of the industry and the main suppliers of component equipment, as well as an R&D plan that includes work on critical industrial technologies in the field of shipbuilding. FSUE "Krylov State Scientific Center" is the leading organization for the support of this FTP in terms of naval forces (industrial critical and basic technologies, measures for the construction, modernization and reconstruction of production facilities).

On February 21, 2008, the RF Government Resolution No. 103 approved the Federal Target Program "Development of Civil Marine Engineering" for 2009-2016. This gave a start to the development of technological potential and the creation of a scientific foundation for the revival of the domestic civil shipbuilding.

Finally, in December 2012, the State Program “Development of shipbuilding for 2013-2030. ", Designed to unite efforts to develop the industry within a single systematic approach.

FSUE "Krylov State Scientific Center" was the developer of both the above-mentioned Strategy and these programs, and took an active part in their implementation, which is due to the high scientific and technological groundwork created at the enterprise, the high level of qualifications of personnel.

The state program was developed in accordance with the order of the Government of the Russian Federation dated November 11, 2010 No. 1950-r. The responsible executor of the Program is the Ministry of Industry and Trade of the Russian Federation. The Program participants are the Federal Agency for Sea and River Transport of the Russian Federation, the Federal Agency for Fisheries of the Russian Federation.

In the course of developing the State Program, the positions of Russia in the world market were analyzed, and promising technological and market niches were identified. The main principle of the program's formation was chosen to ensure the effectiveness of solutions at all stages of the industrial cycle - from the implementation of research and development work to industrial production.

The goal of the program is to fundamentally improve the competitive position of Russian shipbuilding in the world in the long term and to meet the needs of the state and private Russian customers for modern products.

Tasks and subroutines are built in the logic of increasing the efficiency of all stages of creating added value in the industry. From fundamental and applied science (subprograms 1 and 2) to the development of production capacities (subprogram 3) and ensuring the promotion of industry products to the domestic and foreign markets (subprogram 4).

Federal Target Program "Development of Civil Marine Engineering" for 2009–2016.

The key for the shipbuilding industry is the federal target program "Development of civilian marine technology" for 2009-2016. (FTP RGMT). Within the framework of this FTP, funds are specially allocated (in the direction of "Other expenses") for coordination and scientific and expert support of its implementation.

The state customer is the coordinator of the FTP RGMT: the Ministry of Industry and Trade of the Russian Federation. Government customer: Federal Agency for Sea and River Transport.

The program consists of three areas:
1. R&D - more than 70% of the total amount of funds allocated for the implementation of the Program.
2. Capital investments - about 20% of the total funds allocated for the implementation of the Program.
3. Other needs - about 5%.

The coordination system within the framework of the FTP RGMT assumes a multi-level system for selecting applications, which ensures maximum transparency and objectivity in the decision-making process, as well as a system for recording and monitoring the results obtained.

The collection of applications is carried out in electronic form in a strictly established form; an electronic document management system is used for their processing.

After analyzing the applications and their initial processing according to formal criteria, the proposed topic is considered in specialized working groups with the involvement of a wide range of specialists from shipbuilding organizations and related industries (the composition of the working groups is agreed by the Department of the Shipbuilding Industry and Marine Engineering), where lists of topics are formed, technical requirements and expected results.

After the Department of the Shipbuilding Industry and Marine Engineering has agreed on the lists of topics and their price level, the declared topic is submitted for consideration by the Scientific Coordination Expert Council (NKEC) (the composition of the NKEC is approved by order of the minister).

The Department of Shipbuilding Industry and Marine Engineering forms the corresponding order of the minister and tender documentation for holding R&D tenders from the topics approved at NKES.
